This should be a "roots-up" consideration in the corporate cuture articulation, communication and supervision.
When an entity is newly established (or revised), the corporate culture elements (including core values) needs to be embedded in the foundation of this newly creqted/revised entity. Core values cannot be injected as an add-on flavor or cosmetic layer later on ... my opinion !!
