I would say this depends mainly on the student (learener) and his ability/will to learn.  If thie element is missing, then regardless of anything else, there will be no learning.  

 

The second element would be the "subject" or the "topic"  i.e. educational content  and its ease, relevance, interest, .... to the learner ...  

 

With these two elements alone ... we can have learning in its simplest form.  Hence we may have self-learning and self-study as in the case of computer/web based learning and training 

 

The third element that come to mind is the teacher - noting that we have now shifted gear from pure learning to a blend of learning and teaching ...    Good teachers do help in effective learning through their knowledge and their teaching style 

 

What comes after that are - in my view - secondary things of minor importance.    the classroom, how it is furnished and equipped, the teaching aids from simple blackbpoards to the latest state-of-art technologies. 

 

Then we come to education management aspects which affect the academia part and the administration part  which make a big impact on teaching/leatning interaction. 

Through my participation in "education" related projects in Jordan and UAE, I can shed some more light on these topics if needed !
