For instance: i have a batch file that will stop or start a certain service of a pc under domain network and i am using a non admin user.
Hi,
The service you want to be started, which account is configured to run it, if network or system account then it should work, right?
Anyhow try to test it based on the exact case you have.

Best Regards,
yes possible, but i would rather suggest using Group Policy to automate this process. hence no need to physically go and run the batch also if it is a re-running batch use windows task scheduler
Yes, it is possible if you grant the rights Log on as batch job, Log on as service and Enable computer and user accounts to be trusted for delegation to the restricted user account. See the applicable AD Group Policy Object under Computer Configuration\\Windows Settings\\Security Settings\\Local Policies\\User Rights\\Assignment.
