I cannot say perfectly about this, but when we see the pracitcal aspects things do not change in easy and fast manner.
I must say this is NOT the case in the real world.
Translating important strategic/operations decisions into actions does NOT happen this smoothly or quickly. and there is always a gap between what should be done and what gets done in reality !! Things which find their way to execution quickly are the "urgent" matters ... not necessarily the "important" ones ... and this is how our minds and how our approach to priorities works ... urgent things first regardless if they are impoprtant or not ..
