The important strategic or operations decisions are usually taken in a serious situation or dramatic changes which has a great impact on business.

This is explaining that is why a rapid action has been taken to justify the critical situation.

I must say this is NOT the case in the real world.

Translating important strategic/operations decisions into actions does NOT happen this smoothly or quickly.    and there is always a gap between what should be done and what gets done in reality !! Things which find their way to execution quickly are the "urgent" matters ... not necessarily the "important" ones ...  and this is how our minds and how our approach to priorities works ... urgent things first regardless if they are impoprtant or not ..

Unfortunately, most surveys show that the majority of companies aren’t very good at it, by their own admission.
