Yes. To write better ,it is important to read it many times. I always write and leave it. Then after sometime I re-read it. I find better words or phrases.

Consider rewriting as polishing a piece of wood. It gets smoother and smoother. That's the painful side of good writing.

Yes. Once you rewrite your piece your goal is to make it better than the first. Thats why youre rewriting it.

The way of good writing is rewriting because the more you writing the more you learn and the more you improve by yourself

In most cases yes. However if the writer have a solid idea , it should not be diluted or diverted because of the rewriting.
