The first key is to create a role based organization and not a grade based organization.

The second key is to clearly define roles & competency for each of the identified roles in the organization.

The third key is to provide tools through which these competency can be tracked , trained and completed.

The fourth key is to create a performance management tool that is linked to competency and create a clean performance management culture by clearly defining SMART for every role and preaching the same to both the appraiser and appraisee

The fifth key is to link promotions to performance and sticking to it!

The sixth key is to create performance improvement programs and track to closure.

The seventh key is to create Reward & Recognition programs linked again to performance appraisal tool and reward employees in forums where they are appreciated

 

The above should ideally provide transparency to employees and push them to perform better.
