Can we use the open-ended questions to make quantitative analysis of information?

Yes ,,, this is possible, but not always and not easily.

You need time, effort and skill to extract the quantiative information from open-ended questions and it does not always work. 

I do prefer closed-end (yes or no) answers, multiple choices (one or more of many)  .. where the responses can be automatically used to populate ready to use tables and databases !! However, and to leave space for the responders to give additional details, the comments fields are there (mandatory or voluntarily) where responders can give additional helpful into in the quantitative analysis !!

Quantitative analysis required framed questions to limit the answers in numbers which could be analyzed.

While the open questions have endless answers which are more suitable for qualitative analysis.

As quantitative analysis means simple  way of measuring things and Using  Open ended questions to seek further and quantify information will surely help.

I think you can, you just need to make good notes, and if you don't get the exact part of a response you need, then a quick closed question, supplemental, should suffice to get what you need.  Open questions will however, get you a lot of other good info, that your narrow closed questions never would.
