What will be the best strategy to create a market for a market for a product in a place that has no demand?

Good question, Yes, you can create artifical demand and you should need existing information to analyze the needs and wants of your target market to modify them and play with them, inorder to find your product placed.
Basically, make them believe that they want this product, even if they really don't, Palm Pilot is a good example for this, people didn't even know what it was, until they were made to believe that they can't live without it, advertisements is to make believe.

Tough Question...
‘If you fail to plan, you are planning to fail’….
is a famous quote by Benjamin Franklin, and i do believe it fits for this answer.
First of all i think anyone should be aware of the risk he's taking trying to sell or product with no current market.
So i am assuming that we already have the product in hand and that we passed the point of "which product" to create a market for cause that's a different question.
One thing i have realized with disappointment is that no one thinks about what he wants to get for himself anymore, but rather try to get whatever it is that others around him want but can't get.
I might be wrong but i think one of the best way to create a new market is by showing customers that this product is out of their league.
To trigger the feeling of need.
Another method which you already know about is targeted marketing, never waste your money marketing here and there, instead focus your efforts on one spot.
And wait for a chain reaction.
When Advertising, for example on facebook, never let anyone read the description of what you want, but make force them to do it by using curiosity.
A simple statement like: "Do you wanna change your life forever?" "After reading, you'll find your way to happiness" or something provocative like: "You don't need it, but when you see it; YOU'LL WANT ONE" I have to admit this is a tough question,,, and answering it would be much easier and accurate at least from my perspective depending on the product/service.2 different new products need different virgin marketing methods.

first of all we must study the consumer behaviors and their attitude toward this product and to make strategy based on product price ( topping price, penetration price or nearly ofcompetetive company ) promotion and distribution of course in local market and to create the the need of this product by the consumer that help to make the principal way of strategy

in tha foreign market we must have a strategy of propection market to access within support of goverment to promote national product

First of all make awareness of the product among those people by advertising your product.
treat them by giving the plus points of your product ..
make them willing to use your product then the demand will automatically started after some time ....when they will taste it ..

Start here by direct sales techniques....
when there is no need means that you have to create this need; creating the needs best addressed by allowing them to experience your product this must be accompanied by Ads covering the targeted place.....
try to make some features customized to satisfy their segmented market and in order to build trust give them the prospected after-sales service....

First, be sure that your product will not conflict with their religion, culture or believes of your targeted clients or you will have to spend very much money and time in huge and continuous advertisments with high risks of fail.
Then, investigate about markets reactions of the similar products, find the weakness points in it, find clients needs and then transform these needs towards your product by advertising your product as the best modern and new alternative solution.

Start with sampling your product and try to distribute them on floor (in shopping malls). This will create a positive image among non-users when they experience your product.

Now work on your distribution mix ans POP advertising and try to use PUSH Strategy to create further demand. Give some extra incentives so that retailers and wholesalers try to sell your product.
