We may not be able to define OD within the above option given. OD depends on the status/position of the company and areas in which the company would like to focus on.
For Ex: Some companies would like to concentrate more on Talent management, here the policies and activities both technological and non technological would revolve around this thems and developement focussed on this area.
Some other comapnies may want to concentrate on diversity / social responsibility or Gen Y initiaties and so on.
Hence OD has huge scope of areas however companies will have to concentrate on what they want as priority. Taking up all angles at the same time may lead to frequent changes and failure.
