Usually in an organization there is a PMO body who defines the project management practices. Based on the nature of the projects the company does, and size of the projects, PMO evaluates and chooses the software which improves the efficiency of project manager, helps the PM manage to project effectively by providing features in scheduling, reports, budgeting, variance reports generation, etc...
This days its being advised by the Clients.
The choice for the project planning software ,is restricted only by the capability of the software to address and solve PM problems to achieve the delivery of the project on time within budget and to the specifications and expectations of the stakeholders of the project.
Also the scope of the project , the complexity of the enterprise environmental factors (E.E.F) and the orgonization process assets (O.P.A) contribute deeply in the method of screening the suitable planning software to be adopted .
