The current transformer secondary is always short circuited, as the secondary of the CT has large number of turns and current is stepped down from1000 of Amperes to standard1A or5 Ampere. very low current on secondary side but voltage across it is very high and if due to insulation breakdown or any other mishap CT is secondary gets open, It will burst.
