Does an organization need to involve the staff while taking an important strategy decision?

Yes, of course is important to involve staff. The lower ranks are the ones "hands on" with the daily tasks and sometimes they can give important clues that will help management to find the best and more convenient strategy. Sometimes they can even change the direction on the strategy.
