if we take the statement in general then it's a true statement but if we want to look at it closely then it.s not completely true since there might be emergent apportuinities that lead to unrelieazied successful

I think that in most cases it is true, there are occasions when "spur of the moment",  "spontaneous", "off the cuff" planning has resulted in spectacular success but equally some spectacular failures! In the main, however, there is far more chance of a positive outcome when well thought out and actioned plans are put in place.
