Top managers do not care and we have many problems and negative persons, as HR Manger should I care and do my best or just do not care?

As a HR Manager it is our core responsibility to care all things related to an employee, as we know every mind is different moreover as a HR Manager we have to eliminate negativity from employees mind through good examples and trainings, so i should care in every aspect.

As an HR I should care because my Duty is to Develop an employee to become, employee-oriented company culture that emphasizes quality, to continue for the improvement of each employee, and to retain the employee having a well develop, and high performance.
