Is change or promotion in job the best tool to enhance skills other than taking a course?

For a huge fraction of professionals, on the job learning through ownership of new responsibilities enhances additional skills much faster than professional training courses. The best practices may be shared through certification courses / training, but unless they are put to practice and the impact on business is known, one cannot take course corrections for those skillsets.
