In my view the technical staff should be experienced as the work is more and practical the is not much importance of certificates while for management positions the cetrificates are more important as the work of management is basically theoretical i.e. planning, staffing, organizing and directing.
There is no easy answer for this.
It really depends on the person. I know many people with certification that just don't know how to apply what they have learned during the certification.
Certification is key to a specific area more than anything.
I personally look for people who have the vision rather than the certification.
Experience is always bigger value than a certificate.
I do not want to say that certificate is not important but without experience it is "only" theoretical skill.
For employers more important what people can do instead of what they know but can't do.

First we have to choose experienced staff Then we have to Check by asking question but if there is no any experienced staff we have to collect the certificate and start interview.
Experienced staff with or without certificates, however it is very important to test the person in the initial stage of hiring. You might get a person with the experience you are looking for but can he/she handle tasks in your company. Initial assessment session is very important
