I think, before this question is answered we must at least understand what an art is and what a science is.
An art is any thing that is visibly done in patterns but hasn't any apparent definite rules. On the other hand a science has definite rules e.g. area of a rectangle = length * width.
Personaly, I beleive that HRM is the art of HR science, You have to manage HR in order to make it Art, and you have to be fully aware of HR science in order to make the Management of HR is Art.
I'm concerned HR is an art of science.
I was assigned to measure the EQ of HR personnel - almost50 of them - in a large organisation. Test results showed5 of them at average in empathy and social skills... Rest were below the average.
It used to be called personnel function decades back and was practiced as an art... And even if there were unwritten & unspecified systems, people had faith and trust in them and followed religiously.
Today with fully specified systems the spirit dies not exist. It is now like a science without considering humanity.
Unfortunately, many of “beholders” (managers) don’t appreciate that “art.”, but I belive that what we do in HR is a beautiful thing in the eyes of the creative people.

HR is both art and science. Responsible of RH in an organizartion, over her capacities get by trainings, quantitative and analytic performances, he need open mind, strategic view and her self style in management conflicts, developing talents, caturing higher personal calibres and great culture of mixed plate of psychological, socio-economic environment thermeomettre in order to pilot her marines to safe lands
Well i sayd YES, it is an art of science as science is all about understanding and analyzing the nature around us and then drawing results/facts accordingly same is a case with HR in which we study and analyze different perspectives of human nature at the work place and then draw HR Policies, regulations and different HR strategies from these perspectives :
