A project Manager needs a Swiss army knife in his arsenal & also should be capable to use it with mastery.
But for the sake of argument a spreadsheet app would fall in the category of your question, because you could do with it multiple tasks like Gannt Chart, CPA, Fishbone, & also schedules as in MS Project to name a few.
A tool is efficient until you know how to make use of it.
