yes, it is a way to increase sales but at a time when there are some problems like season is getting off and the company has alot of products in godowns which is not useful next year.
No, a salesman should not have authority to give special discount coz only the management knows when and where the items should be on discount. A salesman duty is to assist the customer in the best way and to help them choosing their required items. If the price chnage will be in salesman hand then many problems can arise, for example in one outlet one salesman changed the price but in other outlet its high price so it will bring missmanagement and customer trust will go. If the discount/prices fix by the management and changed in all stores at atime, we can get more sale.
