Politiely decline but in the same time convey the message strongly that the organisation does not permit these kind of practise . Since the terms "important customer" , "bribe" and "better" offer are to be handled pretty efficiently . It is like handling a knife , One should know how to handle it , Else , It will cut and the bleed would eventually become fatal.

Politiley inform the customer about recent  bribery news headline and penatly imposed because of breaching bribery act. Your customer will understand that you always maintain your professional code of ethics, and customer will stop offering bribe in future.

By telling the giver that if everyone in the society starts taking it, the whole structure would collapse. And that you don't want to be a participant in that downfall.

I simply take advantage of his trial to get a better offer for my establishment if im the buyer

if im the seller i simply and directly make it clear that im working and getting paid to sell my product at the best possible rate in the market and try to convince him to buy a larger quantity with better conditions that makes the deal a win/win for both of our establishments

What I think is, It can be considered as bribe only if you are working in a government organisation or if it is negatively effecting your company.

If you are working in a private organisation and if it does not effect your company then you can considered it as gift. Because we all are marketers and our job is to use most appropriate marketing tool to persuade other people to earn profit. Even here, the other person is using the same marketing technique. He is trying to persuade us to get his work done.

This is just my openion.
