The safest anesthesia technique is patient condition dependent, in a client with no contraindication for regional anaesthesia Subarachnoid block is the safest. However in patients with coagulopathy, hypovolemia or eclampsia GA with ETT remains the safest technique.

From my experiance,I see that spinal anesthesia is the safest one

Its depending on the urgency of the situation, in the past often used general anesthesia, but currently 99% of cesarean section is provided by spinal anesthesia  .The preparation of the patient lasts no longer than 2 minutes, unless contraindications to spinlan anesthesia such as coagulopathy and hypovolemic shock. It is recommended by spinal anesthesia , its more safet for mother and newborn.
