Do you think the PRIMARY objective of the PMO should be to enforce PM standards or to improve PM processes?

i think that enforcing  PM standards is the most important , then after being enforced PMO will look for improvement

Coach and mentor Project Managers and project team members.

Create a central repository of Project Management knowledge, best practices, failures learnt from, and resources.
