Which is better a project that runs on time & budget or a project that runs late & is over budget but on cost savings have a Change for life impact?

The obvious choice is the project that runs on time & budget becuase that directly coincides the objectives & future plans of the organization. The Project that is running late & has a life changing impact is a rare scene & for sure will have the requirements unclear & unknown. Which is why the project is running late in the first place & probably contains more unknown variables which would keep everyone on toes & uncertainty might suddenly turn to a pleasant surprise unexpectedly.

As an organization would prefer to keep things in order & keep a tab on every activity to complete the projects on time & keep it profitable. The cash flow would enable the organization to plan further, chaos may create insecurity & sense of panic which is not healthy for any workplace.
