To entertain you a bit and just for the sake of fun, and maybe to let you vent some of the pent-up hard feelings associated with the application process, I am presenting you with the following: I've always dreamt of reversing the application process whereby the employer becomes the seeker. The employers would submit applications to the person they seek to employee. The application would include the organization's CV and cover letter, showing how the organization would be the best employer. Then, the person would go through the employer applications. After shortlisting candidate employers, he/she would conduct interviews, visit the organizations and see how they are, and then decide. I know it is out-of-the-world dream and maybe a bizzare one. What do you say? Let's have fun and air some of our bottled up feelings by sharing our thoughts. I hope Bayt responsible won't change the specialties the question is addressed to. Of course, all are invited to share.
Well, this is an interesting question indeed! Where can I apply to this paraller universe to discover the employer of my dreams? I would call the potential employers in an interview and after the psychological screening (you know body language, if they're properly dressed for the interview, anxiety issues etc.), I would ask them some questions about the job, the benefits, the prospects. "Do you consider you offer an interesting job?", "Don't you think that work hours are too long?", "Do you offer gym services?" "How many kinds of coffee do you have in your cafeteria?", "I don't like the uniform so much! It doesn't look good on me and let's not mention the color....It's awful!!" .. Well, I'm just kidding as you guess, but it would be a fun change if we would have the opportunity to play such a game even for one time!! I don't think that people with power in their hands can really sympathize and consider the employee's situation.
Process of employment actually gets start according to your dream, since employer first seeks employee furnished with entire requirement but soon after vacancy published, situation get reversed and employee becomes seeker and your dream get lost its way..
This is not a reverse or abnormal situation. The employers are seeking employee that is why they are advertising these positions in the newspaper and posting on job related web sites like Bayt.com
Regarding application process how will employer know about the interested candidates with right qualificaiton and will contact them.
Actually what is happening now is that it is the employer that is seeking for would be employee. If there is action, there is reaction. The action is that the employer announces a vacancy in a particular job item through recruitment agency and the reaction is that the applicants will seek for the said job item by applying. So this is not a reverse situation at all.

Well lets make this dream a reality :)Everyone of us knows about the concept of demand & supply! So what if demand remains the same & supply reduces or even extincts for a specified period of time? The employers would really be the seekers then!

You might not be serious while asking this, But as few people already said that this do happens , NOT in the degree You have dream.
Its all depends on whats your skill set, years of exp, credibility.
Organizaion is built of soldiers, supervisers, managers, senior managers, avp, vp, ceo
Employer seeking good candidates and they are on thier knees when they are in BAD need.
for example, if you are in hadoop, bigdata, cloud, or UX certified from HFI, or great sales person with great network. You are in DEMAND and remain dominent and ask the Qs in a manner you want and decide. You have no Idea, How poor recruiters feel in those conditions while managing high value candidate
when thier manager has told them , its max budget, and market rate or expectaion is higer.
thats also true if you are in expert in skill , which is in demand or your exp is not so much then HR dont treat you so well many a time.
