What are the barriers of developing organizational learning?

A.     Cultural barriers include:

1.      Lack of cultivating culture of dialogue and discussion among employee.

2.      Lack of acceptance of criticism and tolerance of others.

3.      Lack of acceptance of failures and so lack of opportunity for learning from failure.

4.      Lack of culture of consultation and council and acceptance of various opinions.

5.       Lack of confidence in society and organizations.

B.     Managerial barriers include:

1.      Dominance of traditional and dated intellectual paradigms

2.      More emphasis on management than leadership in organizations so maintenance of status quo

3.      Lack of planning a multilateral answering system

4.      Machine-like managements

5.       Lack of meritocracy

     C. Structural barriers

1.      Machine-like structures and centralized decision-making

2.      Lack of facilities and necessary capital for learning, transformation, and analysis of solutions

3.      Lack of system for warning performances and lack of a system for recompensing weak services

4.      Dated descriptions of jobs

This most likely due to the weak or absence of the culture of learning throughout the organisation

which is in turn due to the absence of a quality system.

Agree with Mr Islam, nearly all the mentioned points may be resolved  within a Quality Management System.
