I can tell only about the recruitment process in a technical helpdesk. Here the intervewer needs to have indepth technical knowledge to understand the technical knowledge of the candidate. Apart from that he should also be able to predict how long the candidate would last . Should be able to predict how much the candidte needs the job. So apart from having technical knowledge from his long eperiance in dealing with candidates he should be able to predict theadaptablity of the emploee. Queations like HOW WOULD U LIKE TO SEE YOURSELF5 YEARS FROM NOW are asked to understand the real motives of the emploee. Is it to use the JOB AS A STOP GAP or as a long career. The recruiters target is met not when a candidate is salected but when that candidate compleates at least1 year in the organisation .

Thanks Saif; I do concur to you. Managerial skills is the primary ingredient. By technical knowledge, I mean the knowledge of industry or specific department in which you intend to hire. For instance, I must have knowledge about the functions of various departments of my organization, like NOC, Switching, Coaxial Operations, Access Operations, IP Core, etc.
