How we can trace a stolen mobile number exact location?

vendors only can do that, and they are only allowed to do it if they have a warrant provides the mobile phone line number and the IMEI number 

they track the presence of that phone to a BTS, but if the stolen phone is moving you should be fast to reach to that area.

note that accuracy is limited ot the coverage area of that BTS, or the service provider mobile tower, it's not capable to track it to exact point,

there are some higher capabilities higher than vendors and it's only avaliable at some governments, it cant track a phone to an exact point
