In All the cases you need to approach with trickysolutions:

Why they are Difficult/Tough?  :   It is their own nature and we cannot predict.

We need some adjustment thogh seems to be a practical difficulty.

To have a nice Working Team having no pre-conditioned notions is something unreal it seems, whatever may be the HR policy decisions.

Practically: Diplomatic solutions are bleak to retain the Difficult subordinates, if they stuck to their own stand and unwilling to accept the requirements you need for a smooth functioning.
