well today we move from personnel management to human resource management, i believe talent management is the responsibility of Hr.
Recently, the phrase "talent management" is being used to refer the activities to attract, develop and retain employees. Some people and organizations use the phrase to refer especially to talented and/or high-potential employees.

Talent management is typically considered a responsibility of HR. Yet small businesses that thrive and grow have leaders who understand that they are not only in charge of managing their budget and numbers, but the people that work for them as well.
This is responsibility of HR and leaders together, if the direct manager didn't recognize talented employees and try to hide it , so the company can't keep them.

Human Resource Department is responsible for Talent Management as develop strategy and allign with business objectives. If any organization fails to create a talent pipeline that organization would not survive for the long period.
Talent Management has a senior and supporting role with the human resources, and human resources that feed the talent and work plans on the strengths and weaknesses and the main focus is on the treatment of deviations for each dept.
