What is called “Roaming profile” in the system.?

It is data and information required for each user in specific server to handle which one can access which machine.

Roaming profile is a user profile - based upon server that is

loaded to local computer when user login and updated locally

on server when the user Logs out. 

When a roaming profile is written for the first time,  

permissions for the created folder

(\\\\Server\\Profile\\Username) that contains the roaming

profile are set as follows :

System: Full Control

Username : Full Control

Therefore administrators do not have control of this domain.

A roaming profile is the default profile type within the department; it will follow you to any computer that you work on.
