For improving teachers lot, I would suggest to learn from the best country which have decent teachers disposition system, such as Swiss, Japan, South Korea, Jerman and some others. However, if there would be seen that many countries will difficult to follow or fulfill as some countries that I have mentioned, then it is a complex issues related to prosperity of countries, gov support and priority, society and etc.
As Mr. Popov, there is no clear meaning of inclusion. However if you mean inclusion is promotion to next level position or something higher position, then I would say that basically teacher is not occupation which is expected to reach higher promotion while they improve their skills or knowledge because improvement of the teacher's skills or knowledge is purposed successions of students learning and education. Only higher promotion/ position on teachers field usually related to amount of teaching experiences (can be supported with higher degrees/ achievement of research, etc) which will be clasify on grades and will affect on the salaries too. The answer is hidden within the question. To achieve set goals need to move in this direction. No matter it is with a pace of tortoise but every step makes you closer to the destination. So hoping for the best, we have to move in this direction to achieve positive results.

I would think it was very important for those people who are successful in life to make it known publically who has been instrumental in their success and "advertise" the importance of a good education provided by "professionals", professionals who should be afforded the same respect and standing as other professionals. The UK has a number of trade unions which are designed to protect, safeguard and enhance the rights of the teaching profession, the National Union of Teachers is one such union. Generally speaking UK teachers are on a social standing with other professionals such as doctors and importantly their salaries have now come more into line with other professionals, but it takes time as Anayat pointed out.
