I echo with the answer of Antonio. It really depends on the nature and business objectives of the project and the priorities. If bringing the product to market on a certain time frame is important, then certainly you cannot sacrifice time in this case. In another case, if there is really a certain budget limit to complete the project, then you really cannot go over the budget.. So, It is purely based on situation, and nature of project, and it is different from project to project.
There is not a single answer. It depends on the project and its objectives, requirements and constrains. Each project has its own characteristics and you need to clearly know them before making such sacrifice in order to achive the main objectives.

Poor quality definitely impacts cost and also becomes a reason for rework which further increases the time frame for project completion. Also, quality impacts the reputation of an organisation. So quality cannot be sacrificed. With some possibility time can be sacrificed but again I would prefer to have some analysis on how much time delay can be acceptable without impacting much on Cost. Some clients penalize contractors on daily basis, so considering this fact, decision on compromising time/ cost can be taken.
Quality is very important. When the quality of work gets failed it can be lead to rework with extra cost, time and cost.
There is no ideal answer it is depend on the situation and the definition of "Failure" and this definition is depend on the project.
