I would say POWER because it has other factors embedded in it as well !
My answer is Influence.
Using influence in the right manner will help the manager get things done quickly, effectively. In today's world Influence is the biggest factor in getting roadblocks removed from your path. Influence can also help him/her make the right contacts with the customer and thereby cracking a deal.
Of course other aspects matter too. But first and foremost is Influence.
