Not really.

  1. Sometimes managers might forget (have it as a reminder)
  2. Email is indirect and impersonal
  3. Like to have things in writing (for record)
  4. It is easy to go back and review what has been said

  5. An email can be accessed from any computer with Internet, so work can be completed outside of an office

simply, When mistrust comes in, business goes out.

so i think sending emails instead of verbal conversation is more official , and necessary for company records.

Manager wants requests by email because:

> He want to keep all the requests as documented because if in future any problem arise he should have the record what was the actual site demand or problem.

> He also want to keep the records of requests to solve one by one .

> He want to prepare himself to solve it properly by reading the whole problem story through email and pictures.

> He can present as evidence in case future problems arise.

> He can keep it as records to get future time extension of the project to show the client what was happened during execution of work.

Its not all about trust, but offcourse intercultural communication is also that important as the verbal communication to build a strong bond to transfer knowledge. I we solve all issue with using verbal communication then how that company will utilize your thoughts in the future to resolve the same issues you were going through.

I don't think any harm in it.  Office procedure is somewhat different from personal relations, for matters of accountability vouching/documentation will always prove good.  Such a procedure often favours the persons who is delivering it.
