It can consist of both top, middle and junior employees. Sometimes, it's not due to losses, it's due to the market conditions company's want to shut off some units or focus on business that will bring value to them. It is a very good question. Normally it is to be done after an in depth study behind the reason for the loss. If the company is going on loss, then you need to analysis whether it is temporary or is it going to be permanent in nature and there are so many details to be arrived before firing any employee from the organisation. it can be top level, mid level or junior level. it depends on the reasons for the loss and it cannot be implemented on just the level of employees.
I believe gains and losses are a part of the reality of a business,continual losses are a result of a poorly managed organization.In you question you mention "a loss" a single loss,i believe in this case no one should be fired.
The first thing to be done is to investigate the root cause of the problem,decide on remedies,plan the next step ,restructure if you have to and recover,recovering is very important especially if it is a single loss,losses happen and they teach us a lot.

If the loss is for the first time then none should be fired, rather people should be involved to find the reason of losses and how to overcome the gaps to bring the organisation back on the track, a chance for self analysis. This type of discussion will help to identify who are seriously concerned on the health of the organisation & interested to work for the long term goal of the org and who are marely passenger in the ship. When company is having losses, employees will not wait for it to fire them. When they see things are going bad, they will be leaving one after one. When a company is losing this will appear from day one. No salary raise, no payment of salaries on time...
It is true top level employees should be fired but in reality things do not go that way. Junior employees always have to sacrifice. Reason for not firing high level employees is related to their role in the company whether with investors, business men. They might even be shareholders in the company or have authorizations and powers. While a junior employee have nothing to protect him. His manager can create a whole scenario to the company owner about negligence of this or that employee. Usually company owners do not have time for meetings with employees to check info. So the result is junior is blamed, humiliated, fired and unemployed.
