Ok, but we should refer to the Chain of Command and the rules that gover the responsibilities and decision making.

It all depends on your manager's power delegation style and attitude,if he is the Type that delegated authority  then you as a senior already have the power to enforce decision and authority to make decisions.

I would love to choose option B but I wouldn't want to get in trouble so I would take it to the management and see what decision they take.

I agree to Mr Raafat, and there is a chain of command and rules to govern and decision making in every good organization, and in other words it may be called as code of conduct, in case, a key member is not available.

1.i would take E and D and also the Employee who is sick and admitted in hospital will have a backup resource who will take care things in his absence and if there is any issue arises will take it to senior management in a amicably way reslove the issue

In that case, I think the project owner will put other one instead of who go to hospital. If that not happen i choose Option D.
