Thank you for this very good question. I believe the answer Is to be a leader before being a manager. A leader knows how to lead, manage, be fair, and make everyone feels part of a FAMILY not just a company and they are HUMAN not just another employee. That way they all feel responsible and treat the company as their own, and care for its best interest.

Manager should be qualified by many skills and experiences that allow him/her to be a manager, therefore manager should be able to run if not all most of management duties and tasks (depends on the management level).
