You can source talents through online job sites like Bayt.com.
Online job sites have revolutionized the recruitment landscape for both employers and jobseekers and have largely increased the efficiency with which hiring decisions can take place.
But in the case of creative talents, I guess you can also check their online blogs/portfolios for an "avant-goût" of what they do.

But most commonly through online job portals like Bayt.com and Rozee.pk (In Pakistan).

I believe creative talent is something which you are born with and sourcing such talent is tough but not impossible.
As I worked17 years in advertising field with4yrs+ in Dubai.
I noticed tendency of thinking creative depends on the bosses how flexible are they to changes.
As a manager or boss you should give opportunity to discuss and open forum to create new creative ideas to bring on the table and debate on the same.
This will bring the inner creative of the person and will bring out new ideas.
As for HR sourcing, just looking for creative person will be tough as they have set rules to follow on the academy qualification and resume of the person.
Meeting the person or at least telcon would be better chance to meet a creative person when asked about something different kind of question about the job.
As per my belief:1) See the basic qualification without seeing their race or gender2) Speak to them on phone asking a particular subject and find out the background, maybe ask the candidate to prepare an idea out of the box solution for a problem3) call for the interview4) tell him to present it head of the department5) See how confident, is he/she is about the idea ( so can be verified that it is their own idea not stolen or learnt)6) And then negotiate about salary.
As I believe "let the opposite person speak first and learnt more about him/her and then decide your verdict."
