The traditional method would be to gather market data, and  identify benchmark jobs. Based on that you can determine salary ranges. However you must also take into account company budgets, and measure your market position.

the most common way to prepare a salary scale is the minimum wage bench marking. however, in big companies, you can start with the work process for all position and prepare the job description for each position, after which you will need to the job evaluation to determine the compensation per job. then you can benchmark your salary scale accordingly.hope this can help.
