Definitely option (a) is not true for active listening.  While the speaker is responsible for delivering a clear message, the listener is responsible at the same time for actively participating in the communication process, which includes interpreting the message accurately and seeking clarification when needed. Effective communication really depends on both parties working together to ensure mutual understanding.
