Throw open for discussion with the said department and allow space to all to participate. Evaluate every opinion and get consensus for the best acceptable one to be accepted by all. This would be a better proposition than imposing it on all without an opportunity for all to understand the benefit of it.
Company should have clear policies on annual leaves for a year, as well a limit on sick leaves. There should be policies on no pay leaves (policy should should be discouraging for no pay leaves); and supervisors should ensure his/her team members following these policies. There are other ways to retain key or professional people (providing them better job opportunities, team building activities, training opportunities, bonuses/promotions, etc.)
Corrective actions depend on local labor and social conditions "there is no universal set of actions that will work everywhere
- consistent enforcement of the absenteeism policy
- policies and disciplinary measures that place a greater emphasis on absences during peak volume periods
- incentive program that "design in" the importance of good attendance, particularly on a high volume days
