It is not completely true, because human resource management consists of a much wider spectrum of processes.
The given processes can be included in Human Resource Planning, which is a process under HRM. Human Resources Planning include Recruitment (Acquiring), Selection, Hiring, Training(developing), Induction, Orientation, Evaluation, Promotion and Layoff(termination).
HRM also includes processes like Employee remuneration and Benefits Administration, Performance Management, Employee Relations etc...

Actually these are the operational activities.
I do agree with Suhail Azeez that the process includes, besides Human Resources Planning, additional issues relating to employees' motivation, appraisal etc., which are complementary to the whole process of Human Resources Management.
