I consider this question as quite offensive. Please do not judge people based on their origins, but do judge them on their "individual" performance.

It's always necessary to think twice before speaking out, although I am sure you didn't mean to cause offence to anyone you have. Quality originates from systematic procedures and strategic approaches in minimising the risk of defected goods or services and the impact they have on the business. Quality is not based on nationalities as many have already stated previously.

Just Start judging peoples by their work :)
