As a new employee, I will observe carefully, gather relevant info and evidence and I will walk up to the appropriate person in charge and lay my findings. Good or bad I will face it be happy with conscience.
An individual, who is newly employed, must know the company practices, policies and norms. Through his chain of command, he/she must report for any anomaly or unethical or out of the policies work or happenings.
Your duty is to bring the findings to notice of your immediate higher up in writing.
As you are a new employee in that company you should not take a great risk
Observation it's not an evident proof so why taking a risk ?
The individual should be notified to the HR & Management for an observation and further action(s) if deemed necessary.
Report it to the leaders within the company. I strongly believe leaders understand business ethics are important to the company's longevity.
