What is the most important army in the war with terrorism?

Criminal Investigations and Politics can be part of the war against terrorism but they are not the ultimate solutions. War against terrorism needs Intelligence Gathering, Risk Analysis, Vulnerability Analysis and then Mitigation Strategies to include Political Strategies and Criminal investigation which can be later used for Risk and Vulnerability Reduction/Mitigation Strategies.
