Bring up topics that most people can relate to, ask them to discuss among themselves.
Alternatively, create groups and assign different topics for discussion,then choose a random person from either group or ask the groups to choose their representative.
Give breaks when done with one topic, let the people unwind. this makes them more responsive in the next session.
