To be able to speak well and write well you have to first listen well and read well.
For me: It is Reading and Writing
In general it depends on the type of engagement
If in Sales: 1)Good listener
If in Politics: 2) Good Speaker
If in Literature: 3)Good Writer + Good Reader
If in Profession like Accounting 4)Good reader
Many (all) fields A combination of Any two or more.
Thanks Sara for the invite. So, I strongly believe that if you are a good listener so can be a good speaker too. So in today's world being a good listener and a good speaker can help you to stand out from the crowd.
Listening is the foremost quality required because without it one cannot be a good Speaker. Reading & Writing are also important but if i have to prioritise than listening will come first.

Listening is important part of any conversation. It helps to better understand the view point of the other party or the speaker. More than half of the conversation or communication is paying attention to and understanding the other side.
It shows maturity and respect to the speaker or the other parties involved in the conversation. Constantly interrupting without listening never leads to a meaningful and enlightening conversation.
There is a rule called Pareto of 80/20 which suggests that 80 percent of your outcomes come from20 percent of your inputs. So listen80% and talk only20%
Good listener is the first and good listener will be last which will leads best outcome from your potential as a good writer, good speaker and good reader.
