What do we have to do to convince the terrorists to have humanitarian feelings in this global village as well as the methods to combat cyber crime?

Terrorists use fear and threat to manipulate the state. Causing fear in the population is their ultimate goal.  Peace Studies emphasize the use of negotiation talks to keep the political reasons behing terrorist acts  on the table while reaching a truce and defusing their anger through political tools.  From that angle, an invitation to depose arms and participate politically can be a deterrent.  However, with highly radical terrorists, negotiation requires stronger deterrents such as infiltration, intelligence gathering, and other offensive and defensive methods to safeguard national security.  Military intervention, though, must go hand in hand with a plan to establish a peace process.  An analysis into extreme radicalization suggests that the development for stability is endogenous and any foreign policy attempting to curtail local creeds or religious trends is not effective.  The reasons for terror must be anthropolically analysed and its sources must be erradicated.
