Personally Fares I would ensure that efficiency could stay as high as possible with the other other aspects of the project.

Essentially the characterisitics that would have to be taken into consideration is the time of completion for the project, the cashflow change that would occur under deviation, the efficiency of the workforce that has been altered due to said plans and the effects this would have on the project performance.

Countering these issues would involve the workforce that wasn't being optimised to assist in another area of the project if possible decreasing the quantity of hours spent on a particular area. In addition to this the project would need the core (essence) completing or at least being established so that the smaller aspects or the finishing touches of the project could be finalised at a later date. for example if a building is to be erected and complies with health and saftey which would allow public access then decor would come when next available. When ensuring that cashflow issues don't occur within a project, it is protocol to budget, down to the last area of the plan. Having a strong supportive workforce that are reliable will assist in moving the project in the right direction.

"There are potential conflicts between the stated objectives with regard to scope, cost, time and quality, and the constraints imposed on human material and financial resources. These conflicts should be resolved at the onset of a project by making the necessary tradeoffs or creating new alternatives. Subsequently, the functions of project management for construction generally include the following:1. Specification of project objectives and plans including delineation of scope, budgeting, scheduling, setting performance requirements, and selecting project participants.2. Maximization of efficient resource utilization through procurement of labor, materials and equipment according to the prescribed schedule and plan.3. Implementation of various operations through proper coordination and control of planning, design, estimating, contracting and construction in the entire process.4. Development of effective communications and mechanisms for resolving conflicts among the various participants"
