I think that the most effective is the change in the two together using kaizen method to improve administrative processes /

Concept of kaizen

• the concept of kaizen to the Japanese: Change is slow and gradually but continuously.

• do something a little better every day.

• Make it a more streamlined study it and then do improvement by getting rid of waste.

Historical Background

In the early fifties calendar began in the Japanese Toyota commercial vehicle industry ... At the end of2008, Toyota became the largest car manufacturer in the world

• Although Japan imports about97% of its resources from outside Japan, however, is the second largest economic power in the world

Strategy in which the Japanese were able to achieve all these miracles it's Kaizen's strategy

• management philosophy devised Taishi Ohono (Taiichi ohno) to lead the industrial enterprises and financial institutions, and even to be applied in all aspects of life, based on the analysis and practical in the field of business or industry.

• Thanks to the Japanese expert Mascaa Amai in spreading the concept of kaizen published a book in1986, and the book Qmba kaizen1997

We have entered that way and philosophy in all aspects of Japanese life, to become creative and essential part in the organization of education and the application to have. In other words, that the individual is in the process of improving the development of both permanent and whether this improvement in itself, worship, work ... etc.

This principle works by the Corporation (Sony) in Japanese. When the manager asked about the feasibility of introducing new products, while the old person has not sold, saying that was not invented and excelled I will stay a follower, and I want to be a leader not a follower.

And then only by daring to change across delete and write off everything that hinders innovation of systems and laws and rules, and to change the mentality of supervisors and managers or change them themselves. The new Japanese generation still lives a simple and continuous development philosophy to take the accumulation of previous knowledge, to add to his knowledge, handing it over to those who come after him, and so on .....

Systems and rules are made by people who are directed by their mindset. So it is better to change the source which is the MINDSET. If you improve it you will improve everything.

System and rules are just a follow up of mind set. Once you make your mind then only you go for new rules, regulations and system to be devised for real implementation.

That's good & it depends !

Changing mindset is the easy issue when the system & rules (procedures) are well defined but no properly applied.

When the procedures are well implemented we need for betterment some system amendments.

An open mindset in tune with the dynamics of change will always be able to accept any change in system or rules whether good or bad.  However, it would be wise to advise against such change if one's attitude or instincts detect any negative outcome rather than just following the crowd.
